Proposal requirements differ from solicitation to solicitation and type to type. Large solicitations have some commonality between them, i.e., they have a cover page, sections A-M, a Performance Work Statment/Statement of Work, and other attachments and appendices. Many have technical libraries, and other additional requirements. Responses are usually limited by page count, font size, margin requirements, and line spacing. Section L defines the proposal response requirements, information sufficient to prepare a narrative outline, and the requirements for past performance, price/cost, and etc. Section M further defines the response requirements and evaluation. The combination of the Performance Work Statemens, Statement of Work, RFP (including Section L and M) provide the information required to respond to the solicitation. The response to the solicitation usually requires; Executive Summary, outline responses, Quality Assurance discussions, assorted graphs, tables and flow process diagrams, price/cost, and a detailed compliance matrix to reference all of the requirements to the proposal effort. The compliance matrix and price are the key discriminators in the evaluation process. Since the Government has gone to the adjectival rating (color system) it is imperative that the proposal receive a blue or green rating. The compliance matrix (if accurately prepared) will insure to both the responder and the evaluators that all the requirements have been addressed. Solicitations have now included the verbiage to indicate that there is essentially some subjectiveness by the Government in the evaluation of the proposal ("Best Value to the Government"). NAVFAC solicitations require the contractor to respond to a defined annex scheme that has been imposed upon each solicitation. This provides commonality for all contractors in terms of the expectations for the responses. There can be assorted annex requirements depending on the solicitation requirements. There can be as few as 4-5 annexes and as many as 32 (or more).
