We were founded in 1987 and in a little over 2 decades we have established our reputation among a strong client base worldwide. A list of our clients will be provided upon request. We are a Vietnam era disabled veteran company which creates a distinct advantage when fulfilling the SDB/8(a) requirements for subcontractor content. We have in-depth experience in proposal management, communication, technical writing, editing, graphics layout and design, desktop publishing and document production. A staff photographer is available for special occasions and events. Our experience with Base Operating Service contracts spans 20 years. Our most recent experience includes participation in turnkeying the proposals for NAVFAC JAX, the ERRC engine contract at Laughlin AFB, Navy Light Lift Program, Alenia G222 AAF, and writing proposals for two different a/c repair contracts.
 
Dick Mansfield is the founder and president of Mansfield Associates. He is a retired Naval Aviator who was heavily involved in participation on many proposal evaluation boards before his retirement. He understands the solicitation efforts required to manage, write and win Government solicitations. Dick has multiple degrees: Purdue University (BSEE); University of Arkansas (MSEE); MBA (University of Texas-MBA); Dick's work history includes many years at Texas Instruments, Inc. in Marketing and Strategic Proposal Development winning the HARM Missile Program along the way. 8 years at Varo Incorporated in Marketing and Program Management responsible for all missile launching equipment and night vision equipment. Dick is a member of Eta Kappa Nu (Engineering Fraternity).
 
PROCESS An important distinction between Mansfield Associates and other proposal development organizations is that we are not bound by process. Proposals are not "off the shelf” efforts. Each solicitation response requires a custom designed approach. We provide schedules, road maps, and proposal templates which are designed to promote readability and appeal to the evaluator(s). The detailed analysis of Section L and M (in addition to the other solicitation sections)allows the development of a narrative outline that is responsive to the requirements. Working closely with your personnel we will produce a winning proposal as a team. Our major concern is partnering with your company to achieve effective results. Our efforts are transparent to your staff and will result in a seamless output.
 
The response to solicitations require an in-depth analysis of the RFP, SOW, PWS, and other elements of the proposal. Addtiionally, the technical library often provided by the Government must be analyzed for each annex/section of solicitation. The detailed labor and material responses required by the proposal are deduced from information in the technical library. This technical library is the foundation for elements of the cost/price volume. Experience will show that Past performance will mirror relevance for each solicitation requirement.
 
Mansfield Associates has software which will mirror that of your company and relate to all solicitation requirements. Typically we use: Microsoft XP/Vista/Windows 7, Office 2007 Suite, Microsoft Project Manager, Microsoft Visio, Smart Draw 2008, PDF-Word conversion, Photosuite CS, DVD Laserscribe, Video editing, etc. We utilize and maintain several desktop computers with large LCD displays, 3 laptops with video processing capabilities, and production capability to turn-key your proposal effort.
